9.30: Welcome & Introductions

Patrick Davitt FIPAV REV MMCEPI Currently CEO of IPAV, Pat has worked in the auctioneering industry for over 40 years. In the absence of any national valuations standards in Ireland he spearheaded the introduction of the ‘Blue Book’ European valuation standards in 2013. These standards are recognised by the Irish Central Bank and the European Central Bank for which they hold default status. Pat was appointed to the 2023 Board of Directors of the National Association of Realtors® (NAR), is a current Board member of CEPI the European Association for Real Estate Agents and also a member The European Group of Valuers Associations’ European Valuation Qualifications Board.

 9.35: Lisa Kearney, President IPAV

President's Address & Conference Overview

Lisa Kearney is a director and co-owner of Rooney Auctioneers and holds the position of Head of Residential & New Home Sales at the same firm.  She holds a Bachelor of Arts (Honours) Degree in Counselling and Psychotherapy, demonstrating her understanding of human behaviour and interpersonal dynamics, which enriches her approach to client interactions and negotiations. Additionally, Lisa has pursued further education with a diploma in Property Law and a Certificate in Marketing, further enhancing her expertise and proficiency in the real estate market. Lisa also serves as a board member and currently holds the position of President of the Institute of Professional Auctioneers and Valuers in Ireland.  

9.40: Claire Diggin, Deputy Director, RTB

Dispute Resolutions Update

Claire Diggin is the Deputy Director of the RTB with responsibility for Dispute Resolution Services, Legal Affairs, Information Governance & Research & Policy.  She has worked with the Residential Tenancies Board for over 17 years. Claire completed a Bachelor of Arts and her Masters in UCD and is a qualified mediator. Claire worked on the introduction of Telephone Mediation to the RTB back in 2013.  

10.00: David Rouse, Multi-Unit Developments Advisor, The Housing Agency

Multi-Unit Developments and Owners’ Management Companies

David Rouse is Multi-Unit Developments Advisor with The Housing Agency.  David engages with stakeholders in the sector, including local authorities, AHBs, professional bodies, State organisations, OMCs, and residents.  The Agency’s work supports sustainability, good governance, and best practice in the MUDs sector.  David is a Fellow of Chartered Accountants Ireland, and a Business and Law graduate of UCD. 

 

10.30: Maeve Hogan, Property Regulator, PSRA

Changes in Licensing and PII Insurance, and Letters of Engagement

Maeve was appointed as Chief Executive of the Property Services Regulatory Authority in August, 2015.  A significant part of Maeve’s career has been with the Department of Justice and Equality where she held senior managerial positions.  In 2012, she was appointed as Chief Inspector with the Private Security Authority (PSA) where she headed up its Enforcement Division.  As the Regulator of property services providers, Maeve is committed to driving standards, professionalism and compliance in the sector and ensuring that proper consumer protections are in place.

 

10.50: Michelle McNally, Principal Environmental Health Officer, Dublin City Council 

Rental Accommodation Standards

Michelle McNally is Principal Environmental Health Officer with Dublin City Council responsible for enforcement of national minimum standards legislation in private rented dwellings in the City.  She holds a BSc Hons in Environmental Health and an MPhil.  She has worked in the Environmental Health field with Dublin City Council for over 20 years and in the role of Principal Environmental Health Officer for 3 years.

12.10: Michael Broderick, CEO, First Home Scheme

First Home Scheme Update

Michael Broderick, a former Army Officer, joined the NTMA in 2006 where he held a number of different roles in the NDFA and NAMA. In July 2018, Michael was appointed by the Minister for Finance as Project Lead for HBFI and held the position of Interim CEO from April 2019 to September 2019. Between October 2019 and January 2022, Michael held the role of Chief Commercial Officer with HBFI. In February 2022 he was appointed as Interim CEO of the First Home Scheme and is currently CEO. Michael holds an MBA from the UCD Smurfit Business School and a Diploma in Company Direction from the IOD (Institute of Directors).

The agency has won several prestigious national and regional awards, including the KPMG Property Excellence Award, and has been shortlisted for the National Property Awards.

1.05: Gerard Nicholas Murphy, Barrister

Recent Amendments to Residential Tenancies Act, Rent Review and Rent Arrears 

Gerard Nicholas Murphy is a practising barrister and a former member of the Residential Tenancies Board Tenancy Tribunal. Gerard practices mainly in landlord and tenant law, commercial and insolvency law. Gerard regularly advises landlords in complex insolvency matters including challenges to the appointment of receivers, termination of tenancies and debt settlement. He is the co-author with Professor Irene Lynch-Fannon of Corporate Insolvency and Rescue (Bloomsbury Publications).
